Summary: 1. When working on panels that are either fully or partially energized, the equipment under maintenance shall be clearly separated from the operating equipment by appropriate markings. 2. The secondary windings of current transformers and voltage transformers shall have permanent and reliable protective grounding. 3. When working on the secondary circuit of a running current transformer, the following safety measures shall be taken: 3.1 It is strictly forbidden to disconnect the current circuit. 3.2 To reliably short-circuit the secondary coil of the current transformer, shorting clips and shorting wires must be used; winding wires for this purpose is prohibited. 3.3 Any work on the circuit or wiring between the current transformer and the shorting terminals is strictly prohibited. 4. When working on the secondary circuit of a running voltage transformer, the following safety measures shall be taken: 4.1 Strictly prevent short circuits or ground faults. 4.2 Insulated tools and insulated gloves shall be used; if necessary, relevant relay protection devices should be deactivated before starting work. 4.3 When connecting temporary loads, dedicated switches and fuses must be installed. 4.4 Before energizing the secondary circuit for testing, to prevent reverse voltage transfer from the secondary side to the primary side, in addition to disconnecting the secondary circuit, the primary-side fuse should also be removed. 4.5 Before energizing the secondary circuit or conducting withstand voltage tests, the on-duty operator and relevant personnel must be notified, and someone must be assigned to guard the site, inspect the circuit, and confirm that no one is working there before applying voltage. 4.6 Personnel checking the power-off protection and secondary circuits are not permitted to perform any switching operations without the permission of the on-duty operator. 4.2 Insulated tools and insulated gloves shall be used, and relevant relay protection devices shall be deactivated before work begins when necessary.
4.3 When connecting temporary loads, a dedicated switch and fuse must be installed.
4.4 During the energization test of the secondary circuit, to prevent reverse voltage from being induced from the secondary side to the primary side, in addition to disconnecting the secondary circuit, the primary-side fuse should also be removed.
4.5 Before energizing or conducting a withstand voltage test on the secondary circuit, the on-duty operator and relevant personnel must be notified, and someone must be assigned to guard the site, inspect the circuit, and confirm that no one is working there before applying voltage.
4.6 Personnel inspecting the power-off protection and secondary circuits are not permitted to perform any switching operations without the authorization of the on-duty personnel.
